About the Master Plan
- What is a comprehensive plan and how will it be used?
- A comprehensive plan is a policy document that outlines the City’s long-term visions and goals and the steps required to achieve them. The intended use of the plan is to guide the growth and development of the City in an organized and equitable manner. It analyzes existing and anticipated conditions of the City to determine areas and impacts of growth and development in the City in topics like land use, housing, economic development, transportation, and more.
- A comprehensive plan is long range (20 years) in scope and will be used to inform updates to existing city policies and regulations such as the Unified Development Code as well as the location of capital projects such as roadway improvements, water and sewer lines, and parks.
- Why is the plan important?
- The plan will set the framework for implementation through developing a vision and help lay out policies and actions to guide how the residents of Shreveport envision their City welcoming growth and improvement.
- Why is the 2030 Master Plan being updated?
- It is a good practice for cities to update their comprehensive plans periodically, typically every five to ten years. It helps to revisit the progress of the current comprehensive plan while also ensuring the updates reflect the city’s changes and citizens’ values.
- The Great Expectations: Shreveport-Caddo 2030 Master Plan was adopted on December 1, 2010. Since 2010, the City of Shreveport and the Metropolitan Planning Commission have implemented this plan's recommendations through projects such as the Unified Development Code, which was adopted in 2017.
- Fifteen years after work began on the 2030 Master Plan in Spring 2009, Shreveport has endured worldwide economic changes including recovery from the Great Recession and the COVID-19 pandemic as well as local shifts in its economy. Local planning and development has also changed with the separation of planning powers between the City of Shreveport and Caddo Parish.
- Updating the 2030 Master Plan provides an opportunity to review fifteen years of change, revisit community values, and develop an updated planning strategy.
- How will the plan be implemented?
- The plan will be implemented by the City of Shreveport and the Metropolitan Planning Commission by providing guidance for:
- Updates to regulations and laws that apply to development within the City of Shreveport; and
- The design and location of capital (physical) improvements such as roadways, water and sewer lines, parks, and community facilities.

- The plan’s specific goals will be developed through the community-driven process, which will include:
- Understanding current conditions in Shreveport and developing an accurate baseline of where we are today;
- Engaging community members to learn about their aspirations for Shreveport and create the plan’s goals and recommendations;
- Envisioning an equitable Development Strategy and Future Land Use Map that will guide how and where future change happens in Shreveport; and
- Developing a strong implementation plan and final report that helps the Metropolitan Planning Commission and the City of Shreveport act to achieve the plan’s vision.
- The plan’s specific goals will be developed through the community-driven process, which will include:
- What will happen to my home? To my business?
The plan only provides guidance for future projects such as laws or physical improvements that may affect homes or businesses. It does not condemn or take property, and it does not require a property’s use to change.
The Master Planning Process
- What is the timeline for this plan?
- The Comprehensive Plan update kicked off in February 2024 and is expected to be completed by March 2025.
- We expect to host 3 public/community workshops:
- Workshop #1: September 14, 2024
- Workshop #2: November 2, 2024
- Workshop #3: December 14, 2024
- What is the community engagement process? How can I get involved?
- The project team is excited to center the engagement process around the residents of Shreveport! We value your knowledge and experiences of living and working in Shreveport to shape the comprehensive plan update.

- How will our input be incorporated into the final plan?
The MPC and the Project team looks forward to and values every comment and input to be received throughout community engagement, as well as the draft plan review period. It will be an indicator to ensure we are on the right path in creating an equitable plan that can apply to all of Shreveport. It will also inform the project team on any of the real, lived experiences and conditions of Shreveport that the team may not capture in its research but will help to further shape this plan.
- What is the approval process?
- The draft plan will be available for public review after the final workshop.
- After the public review period, the project team will make final revisions to the plan, before bringing the plan to the Metropolitan Planning Commission for their review. The Metropolitan Planning Commission will recommend to Shreveport City Council whether the plan should be approved or sent back to the project team for continued revision.
- Who is working on the plan?
The Shreveport-Caddo Metropolitan Planning Commission (MPC) selected Asakura Robinson, a Texas-based planning firm, to assist with the development of the comprehensive plan update. Asakura Robinson is also working with several sub-consultants – APD Urban Planning and Management, KSA Engineering, AMW Consulting, and Richard Creative, to develop a holistic and engaging comprehensive plan update.
